The Opportunity

Pennsylvania has and must continue to be a leader in energy and innovation. The need and opportunities inherent in decarbonization present a path to transform our economy, elevate industry and manufacturing, create jobs, and reduce emissions. We already have everything we need to be successful: a competitive advantage in energy production, a diverse economy with a strong industrial base, aggressive emissions reduction goals, and the partnerships emerging to bring about solutions to issues that cannot be solved by one actor or organization alone. Increasingly, other states are beginning to undertake this work as the nation more seriously contemplates how to navigate to a lower carbon economy. Pennsylvania must ensure that we are not left behind or playing catch up when there is a compelling case that action is needed now to capitalize on these opportunities right here.

The Collaborative’s Role

The Pennsylvania Energy Horizons Cross-Sector Collaborative is a statewide network that brings together leaders from industry, government, labor, nonprofits, and academia to create the conditions for innovative, technological, and market-driven solutions to decarbonize Pennsylvania’s economy while creating jobs. Participants are listed here.

The Collaborative is a:

Public-Private Partnership: Driven by private sector leaders and champions from state government who share a commitment to realizing Pennsylvania’s potential for both economic and environmental benefits from decarbonization. Nonprofit, labor, academic and regional organizations also play important roles in driving the Collaborative’s action agenda.
Catalyst & Enabler: The Collaborative drives action around decarbonization, creating the conditions for infrastructure investments to be made in Pennsylvania through compelling messaging as well as policy and regulatory frameworks.
Driver of Sustained Commitment: The Collaborative is designed to mobilize and sustain the long-term, public-private commitment needed to realize the economic and environmental opportunities of decarbonization in the Commonwealth.

The Road Map

In September 2022, Team Pennsylvania Foundation released a policy roadmap for the deployment of hydrogen and carbon capture infrastructure in Pennsylvania. Authored by the Great Plains Institute (GPI), Successful Deployment of Carbon Management and Hydrogen Economies in the Commonwealth of Pennsylvania highlights key priorities for the state to meet its climate goals, maintain a competitive edge in energy production and industrial manufacturing, and secure billions of dollars in federal grants and private investments.

Guided by the recommendations of the roadmap, the Cross-Sector Collaborative will continue to advance public understanding on hydrogen and carbon management and strengthen relationships between the public, private, and nonprofit sectors on energy issues.
